What is Al Nokhba Scholarship Program?

The Al Nokhba (Elite) Scholarship for Advanced Technology offers an opportunity for students to receive a world-class education and develop their careers in the field of science and technology. Abu Dhabi Education Council (ADEC) and Advanced Technology Investment Company (ATIC) have joined hands to sponsor UAE Nationals through their undergraduate and graduate engineering studies at leading universities in the UAE and abroad. In addition Al Nokhba scholars will have opportunities for internships and guaranteed employment after completion of their education at the semiconductor manufacturing company Global Foundries, or at other advanced technology companies nominated by ATIC.

What are the financial benefits of the Al Nokhba Scholarship?

Students selected for Al Nokhba scholarship will receive complete coverage of tuition, health insurance and books allowance. They will also receive a monthly salary, medical provisions for families and education for children will be covered, and two roundtrip airline tickets every year. Female scholars will also have the opportunity to have a family member sponsored to stay with them for 90 days.

How do I know if I am eligible for the Scholarship for a Bachelor’s Degree?

Al Nokhba Scholarship for a Bachelor’s Degree is open to students in their final year of high school, or students already holding a high school diploma with a minimum score of 85. Students who are already enrolled in a Bachelor’s Degree in Engineering at a reputable university (local or international) with a minimum GPA of 3.0 are also eligible to apply as well.

How do I know if I am eligible for Al Nokhba Scholarship for a Master’s Degree?

Students at their final year of college, or already holding a Bachelor’s Degree (local or international) with a minimum cumulative GPA of 3.0, or those already enrolled in a Master’s Degree in Engineering (local or international), may apply for Al Nokhba Scholarship for a Master’s Degree.

How do I apply if I am eligible?

Log onto www.adec.ac.ae or www.alnokhba.ae and complete the online application; students who are shortlisted will be invited to attend interviews and complete further tests.

What educational fields can I choose to study?

Scholarship recipients may choose to study: chemical engineering, electrical engineering (including, electronic and microelectronic engineering), mechanical engineering, computer engineering, physics and material sciences.

What will happen if I am accepted for the scholarship but I changed my mind about my specialization?

The scholar will be required to refund all of the financial benefits granted to him/her.

What if I choose another employer after graduation?

The scholar will be required to refund all of the financial benefits granted to him/her as a job will be reserved in ATIC for all of the selected scholars from the approval day.

Can I choose which factory I would like to intern/work at?

Currently only one factory will be built, however if in the future we have more than one then we consider it.

When will the Abu Dhabi Global Foundries factory be operational?

Abu Dhabi Global Foundries should be operational around 2015

What kind of experience will I have as an intern in a Global Foundries semiconductor factory?

Interns will first receive an orientation about the functionality and components of the actual semiconductor chip and the importance of transistors. Interns will also spend time in the factory receiving highly-specialized and intensive training on individual modules, and spending time with engineers in the “clean room.” The clean room is the place where the actual chip manufacturing and work with machinery takes place. The space is exceptionally sensitive to dust, and interns will put on a “bunny suit” which is made out of special material with loose fibers to minimize dust. Interns will work closely under the mentorship of Global Foundries’ engineers.

Villa Schools Closure

Villa Schools Closure

What does the term “villa school” refer to?

Villa schools are post nursery P-12 schools that are located in a structure and/or on plot of land not designated for the use of a school (e.g. a residential villa).

Why are villa schools being closed?

The Municipality of Abu Dhabi City, the Department of Civil Defence and the Ministry of Labour have carried out individual inspections in six villa schools that have been ordered to close. These inspections have revealed that a large majority of villa schools pose severe health and safety violations that place students’ well-being at risk. Such violations include: overcrowding, failure to follow acceptable maintenance procedures, unsatisfactory fire and emergency response capacity, electrical hazards, structural instability, additional unlicensed construction, and unsanitary conditions. Pursuant to a letter from the Municipality of Abu Dhabi City requesting Abu Dhabi Education Council (ADEC) to cancel the Private School Licence of these schools, ADEC has issued a notification to these private school operators informing them that their licenses are cancelled with effect from 30 June 2010.

Why are inspections of villa schools being carried out?

Buildings designed to accommodate family-size capacity are actually serving several hundred students on a daily basis when utilized as a school. This misuse compromises the structural integrity of the building, whilst significantly delaying the complete evacuation of the building in an emergency situation. These facilities also regularly pose dangers from traffic on the roads surrounding the schools due to lack of parking, pick up and drop off space. This inspection process has been deemed necessary in the name of public safety and interest.

ADEC has noted in its own evaluation that in many cases these schools fall far below acceptable academic standards.

Which schools will be closed in which year?

After a thorough investigation, the Municipality of Abu Dhabi City issued closure notices for six extremely high-risk schools to cease operations by June 2010. Remaining villa schools will undergo further inspection and a closure schedule will be appropriately determined for schools that fall below the required standards to minimize disruption to students’ education and learning.

Why now?

The closure process of villa schools was actually initiated more than 10 years ago through Federal Law No. 28 of 1999, which requires all private schools to comply with government regulations, including the use of appropriate building facilities. There has been an ongoing process of villa school closure and relocation since this point, however the process has been moving slowly.

School operators have received requests over the years to relocate to purpose-built facilities, while some have complied; others have failed to do so despite being allocated plots of land or being informed about the process of requesting land allocation from the government.

Last year ADEC announced as part of its 10 Year Strategic Plan that the process would continue as part of its commitment to ensuring education excellence in the emirate.

In 2010, a government coalition including the Municipality of Abu Dhabi City, the Department of Civil Defense, and Ministry of Labour, and ADEC have begun an active implementation of these resolutions with the understanding that operators have had sufficient time to comply with the law, and it is time to take action to put an end to unacceptable and high-risk private school operations.

Why weren’t these schools closed earlier?

A number of schools were closed earlier. School operators were given grace periods to arrange for transfer but some have ignored these requests.

ADEC assumed regulatory authority over private schools in the Emirate of Abu Dhabi in 2008. ADEC began looking for solutions to add capacity by providing private schools that could meet acceptable quality standards while operating at affordable fee levels.

Where will children from closed schools go?

ADEC has been proactively engaged in developing solutions to build capacity to ensure that there are enough safe, purpose-built, low-fee school places to accommodate students from closed schools. ADEC is providing two vacant government schools to accommodate students from these six schools on a priority-registration basis. The Saad bin Obaidah School in Baniyas and the August 6^th School in Muroor will provide sufficient capacity to accommodate all 2,291 students currently enrolled in the schools that were ordered to close down by 30 June 2010. One school will MoE curriculum and the other will provide English-medium curriculum. UAE nationals attending these six schools will be given the option to register at public schools throughout Abu Dhabi.

Students from closed villa schools will have priority for registration in these schools.

Further plans for school capacity building are being initiated and will be announced as further school closures are finalized. ADEC is working hard to ensure that sufficient places exist for all children currently attending villa schools to ensure a smooth transition through this process; however it remains the responsibility of the parents to register and enroll students into new schools.

What can villa school owners do?

The Municipality of Abu Dhabi City is working hard to ensure that all villa schools are given as much notice of closure as possible to minimize the impact on students, parents and staff. ADEC welcomes all applications for new schools that meet and exceed ADEC quality requirements. ADEC is particularly interested in receiving applications for new ‘not-for-profit’ schools that will service the low income sector of the population. ADEC is already in dialogue with those schools that have new campuses partially constructed to oversee the transition from the villa to the new site.

What is the total number of schools and students affected by this project?

There were 71 villa schools in the Emirate of Abu Dhabi. Some of these have been proactive and already moved to new purpose-built campuses that they have constructed. Others are in advanced stages of construction and will move in coming months under the supervision of ADEC. Currently 44,603 students attend villa schools.

What is the mechanism used in the closure of villa schools?

The Municipality of Abu Dhabi City is working in partnership with ADEC to ensure that schools are closed only once ADEC has determined that there are alternative schools for the children to transfer into. ADEC believes that these students will benefit from better and safer learning environments that the new schools will provide.

Will the Emirati students have the opportunity to join government schools?

Emirati families will have the option of registering their children in government schools and ADEC will assist families by indentifying appropriate schools with spaces.

What does ADEC envision in terms of a long-term solution to private education for low-income families?

ADEC has expressed its interest in receiving applications for new not-for-profit schools that will service the low-income sector of the population. ADEC has generously offered the provision of free or low-cost lands for school operators who submit acceptable plans to run low-fee schools with that meet ADEC’s health, safety and educational standards.

1) What is Abu Dhabi’s Higher Education Strategic Plan?

To ensure ADEC is providing higher education institutions of high caliber and the highest quality research facilities, ADEC formed The Higher Education Panel consisting of executive directors from ADEC along with a team of local and international educational experts. The committee was formed in 2009 to assess and approve higher and vocational education institutions wishing to set-up branches in the Emirate.

ADEC’s Higher Education Strategic Plan highlights existing challenges in Abu Dhabi’s Higher Education system and strategies and objectives to create an innovative based knowledge producing society in line with Abu Dhabi’s agenda for social and economic development.

2) What are the objectives of the Higher Education system?

ADEC’s Higher Education Strategy focuses on four main objectives:

- Raise the quality of higher education to meet international standards

- Aligning academic programs with Abu Dhabi’s Vision 2030

- Fostering a much needed Research & Development practice in Abu Dhabi to drive an innovation based economy

- Increase access to higher education through affordable education and scholarships

3) Are there any challenges facing ADEC’s Higher Education strategy?

With every positive step comes challenges that we must endure. We have acknowledged these challenges and part of our Higher Education strategy is to devise ways to find solutions to these challenges that will eventually pave the way to achieving our goals.

The challenges we have recognized are:

- Misalignment of Higher Education output with Abu Dhabi’s socio-economic vision

- Insufficient quality of graduates and faculty

- Limited research activity

- Restricted opportunities in and access to quality higher education

We have also identified the root causes of these challenges which mainly stem from the following:

- Low preparation of P-12 education

- Inadequate quality assurance

- Limited and unfocused program offerings

- Difficulty in attracting and retaining quality faculty

- Insufficient funding for higher education

- Underdeveloped research and innovation environment

4) What are the priorities of ADEC’s Higher Education strategy? What will the initiatives be?

While looking through our strategic plan, you will realize this is a long term, eight years, initiative that will lay a strong foundation to our higher education system. Primarily, our focus will me on four main priorities:

- Raising the quality of higher education and overall education to prepare students to enter a four year higher education program

- Align the system to meet the needs of Abu Dhabi’s Economic Vision 2030 to produce an innovative based knowledge producing society

- Cultivate a strong and fruitful Research & Development programs through setting up research centers; promoting post-graduate programs; and funding research crucially needed in the UAE and Middle East

- Increase access to quality higher education

Our priorities look at directly tackling our previously mentioned challenges. Our initiatives will include partnering with public and private institutions to raise academic standards and introduce new programs directly linked with Abu Dhabi’s chosen industries (aerospace, semi-conductors, renewable energy, and health). ADEC also looks to plan an independent research funding agency to give grants and attract world class researchers.

Teacher Accuplacer English Test

What is the Accuplacer English Test?

The Accuplacer is a computer based English test which assesses English language proficiency and can be compared against an IELTs scale. Speaking is not tested in the Accuplacer.

Who is required to take the Accuplacer test?

All teachers who instruct their subjects in English and librarian are required to take the Accuplacer test.

Where and when will the test be administered?

The test will be taken at Higher Colleges of Technology buildings within the three Zones and specific dates will be communicated to the teachers.

Who will administer the test?

Staff from Emirates College for Advanced Education (ECAE) will administer the test.

How will test results be published?

ADEC will hold all results and publish scores at its discretion. Test results will be available within 48 hours of completing the test.

Why is the test important?

The test is very important as it reflects the English language proficiency of the teachers taking the test. English is one area of professional development that is regarded as a central element in teachers’ professional capabilities. Language skills also affect pedagogical and specialist skills training profiles.

How is the assessment graded?

The assessment is an adaptive computer based test that adapts to the examinee's ability level, and the results are calculated systematically.

What are the implications of a poor test score?

A poor test score indicates that concentrated professional development work (in the English language) is required.

How does the Accuplacer exam works?

Accuplacer is an adaptive test. This means that the questions are chosen for you on the basis of your answers to previous questions. This technique selects just the right questions for your ability level. According to this technique you must answer every question when it is first given. Each test is untimed so that you can give each question as much thought as you wish. You can change your answer to a particular question before moving on to the next question, but you cannot leave a question out or come back to it later to change your answer.

What to take with you to the tests?

On the day of the test, you required to present an identification that carries your photo and any other special materials defined and any other special materials you might be informed with before you attend the assessments.

What are the testing regulations?

Check with the designated ECAE or ADEC contacts to see about specific site regulations regarding scratch paper, stationary or other material of any kind. Additionally, anyone who gives or receives help during the assessment, or uses notes, or books of any kind may not be allowed to continue the assessment. ADEC will disregard an assessment score if there is reason to question its validity.

At the end of the assessment, what happens?

Once you have completed a test, a score report will be generated and forwarded to ADEC. ADEC may provide you with the report afterwards on individual basis.

What the placement tests may consist of?

· The placement tests may consist of answering questions covering reading, writing and language use skills

Are there sentence skills questions?

Yes, there are 20 Sentence Skills questions of two types on the Sentence Skills test:

· The first type is sentence correction questions that require an understanding of sentence structure. These questions ask you to choose the most appropriate word to substitute the underlined portion of the sentence.

· The second type is construction shift questions. These questions ask that a sentence be rewritten according to the criteria shown while maintaining essentially the same meaning as the original sentence.

Within these two primary categories, the questions are also classified according to the skills being tested. Some questions deal with the logic of the sentence, others with whether or not the answer is a complete sentence, and still others with the relationship between coordination and subordination.

Are there reading comprehension questions?

There are 20 questions of two primary types on the Reading Comprehension test:

· The first type consists of a reading passage followed by a question based on the text. Both short and long passages are provided. The reading passages can also be classified according to the kind of information processing required including explicit statements related to the main idea, explicit statements related to a secondary idea, application, and inference.

· The second type of question, sentence relationships, presents two sentences followed by a question about the relationship between these two sentences. The question may ask, for example, if the statement in the second sentence supports that in the first, if it contradicts it, or if it repeats the same information.

When was this decree issued?

The Ministerial Council for Services issued Decree No. 1/244 of 2009 to transfer administrators and teachers working in the Emirate of Abu Dhabi from the UAE Ministry of Education (MoE) Abu Dhabi Education Council (ADEC). Accordingly, the Minister of Education announced Decree No. 10550 of 2009 to terminate the services of expatriate staff and decree No. 1/549 of 2009 to transfer UAE national staff from MoE to ADEC. In response, ADEC issued Administrative Decrees No. 1 & 2 to re-hire all the administrators at ADEC with effect from 1/1/2010.

What is the purpose the decree?

The Decree implements the general UAE government approach to education and policy of decentralization. ADEC has been given authority to deliver education in the emirate of Abu Dhabi and this Decree supports operational objectives.

How has the decree been implemented?

ADEC has implemented this decree in coordination with MoE, Ministry of Finance (MoF), General Pensions and Social Security Authority and The Abu Dhabi Retirement and Pension benefits Funds.

What are the immediate procedures resulting from implementing the decree?

The immediate procedures are as follows:

· National educators and staff who used to work in Abu Dhabi, AlAin, & AlGharbia and the affiliated schools have been transferred from MoE’s payroll to ADEC’s payroll effective from 1/1/2010 with same financial allowances and grades as they are under MoE, without prejudice to their privileges and rights.

· The expatriate educators and staff who used to work in Abu Dhabi, AlAin, & AlGharbia and the affiliated schools have been terminated by MoE effective from 31/12/2009 and re-hired by ADEC effective 1/1/2010 based on the same financial allowances and grades as under MoE, without prejudice to their privileges and rights.

What are the responsibilities of ADEC under this decree?

ADEC became responsible for all staff working in the three educational zones in Abu Dhabi in terms of administration and financial affairs.

Who is responsible for paying salaries?

ADEC became responsible for paying the salaries with effect from 1/1/2010.

Will there be any changes to monthly salaries?

All transferred employees will receive the same amount as their MoE of salary based on their approved financial packages.

What are the procedures of transferring pension of national retired staff from General Pensions and Social Security Authority to the Abu Dhabi Retirement and Pension benefits Funds?

A specialized committee has been formed to coordinate the transfer process between the two entities, to ensure the process is smooth and effective with minimal disruption to staff.

Would the years of service of expatriate staff affected by the decree be considered?

Yes, the previous years of service will be taken into account.

The following illustrates an example that will provide clarity. If a staff member has served MoE for 15 years, and then was re-hired at ADEC as of 1/1/2010 and worked at ADEC for one year only, In this case the staff member will receive his dues according to MoE applicable laws and regulations for the period he/she served with MoE and will receive his dues for the period he served with ADEC after 1/1/2010 as per ADEC’s applicable laws and regulations for the one year he/she served at ADEC, as follows:

What are the procedures followed to pay outstanding dues of some staff before implementing the decree?

Ministry of Finance shall pay any outstanding dues of some staff until 31/12/2009, provided that ADEC shall be financially responsible with effect from 1/1/2010.

What will happen to monthly pension contributions with regard to GCC staff that are included in the decree?

The monthly pension contributions of GCC staff shall be handled in coordination with General Pensions and Social Security Authority.

What are the procedures to request certificates needed by staff?

Certificates of transferred staff shall be issued by customer service sections affiliated to the educational zones, as usual.

What are the allowances that have been combined?

The allowances that were disbursed by MoF were not changed. Some allowances have been combined at the same total value so that the payment process is simpler and easier to proceed through Human Resources Electronic Resource Program (ERP) of ADEC as described below:

Who is responsible for issuing the Employment Residence Visa?

Abu Dhabi Education Council (ADEC) is responsible for issuing the employment residence visa for its employees based on the current status of the individuals. The employee should submit the required application during the defined period and within sufficient time to complete the procedures of visa. In case of any delay, or if there are irregularities committed the concerned employee shall pay fees of irregularities at his/her own expense.

What are the required documents to submit application of employment residence visa?

1. In case of new issuance:

- A colored copy of passport, which must be valid for a period of not less than 6 months upon submission of application.

- Completion of appointment procedures (Physical Fitness Certificate, Good Conduct Certificate, signing labor offer/contract, a formal letter from the employer on completion of recruitment procedures and requesting issuance of Employment Residence Visa).

- Preparing labor entry permit.

- Labor entry permit is issued after obtaining approvals from concerned bodies.

- Entry permit must be activated either by amending status, or using it by actual entry into the country (permit is valid for 60 days from activation date).

- To affix residence permit to passport, the following documents must be submitted after activation of entry permit :

· Original passport upon which entry permit was issued.

· Original entry permit.

· Medical certificate of infectious diseases (issued by competent bodies in the state).

· Copy of a valid health insurance card.

· Application must be submitted to the Council within a sufficient period of time to complete rest of procedures and affix residence permit to passport.

2. In case of sponsorship transfer:

- A colored copy of passport (valid for minimum 6 months), In addition to the current residence permit.

- Application of sponsorship transfer shall be approved by the ADEC’s management and returned to employee to get it approved by previous sponsor and the concerned Directorate of The Naturalization and Residency.

- To affix residence permit on passport, the following documents must be submitted after obtaining required approvals :

· Original passport.

· Original application of sponsorship transfer after obtaining approvals and certifications.

· Medical certificate of infectious diseases (issued by competent bodies in the state)

· Copy of a valid health insurance card.

· Application must be submitted to ADEC within a sufficient period to complete the required procedures and affix residence permit to passport.

This service is for medical examination for all expatriates working in the private sector, the public sector, and all expatriates above the age of 18.

* These conditions are applicable on male residents. For female residents, there are special conditions for family residence their application must be presented to the Exceptional Cases Committee. · The General Directorate of Residency and Foreigners Affairs (NRD) may issue a foreigner an entry and residence permit in any of the following cases:

o To join its family master or householder.

o To study in universities, schools or institutions.

o To join a training course or a specialty course in a public authority of organization.

o For a foreign female whose national husband is dead or has divorced her, provided she has a child or more from that national.

o For a national's parents and children holding foreign passports.

o For a female national's husband and children holding foreign passports.

o For GCC nationals' foreign wives, in case of reciprocity.

o For family members of foreign woman working in rare or important specialties such as medicine, engineering, education and similar categories, where required sponsorship conditions are met.

· Consular entities representing the UAE abroad may provide residence entry visa to a UAE citizen’s wife and dependents holding foreign passports after having verified the approved evidentiary documents.

· The Residence Entry Permit entitles the holder to enter the UAE territories once within a period of 2 months from date of issuance thereof, and to a stay for no more than sixty days from date of entry.

· Applications of Residence Entry Permits for foreigners are submitted to The General Directorate of Naturalization and Residency using designated forms with all required data and documents fulfilled for each case. The following procedures are to be met:

o Should the sponsored applicant be a wife of a UAE citizen, marriage contract duly certified and authenticated by the consulate representing the UAE abroad or by the embassy of the country where the marriage contract was issued, as well as attested by the Ministry of Foreign affairs, shall be submitted. In case of divorce or death of the husband, sponsorship application shall be submitted by the eldest son of sponsored person, or by her eldest daughter, if she has no sons.

o Should the sponsored person be one of the UAE citizen’s parents or children holding foreign passports, a duly authenticated certificate of sustenance, in case of parents, and a duly authenticated birth certificate, in case of children, shall be submitted.

o If the sponsored person is the husband or a child of a UAE female citizen holding foreign passports, then a duly certified marriage contract, or birth certificate of son or daughter, shall be submitted.

· If the sponsored person is a wife of an expatriate, the following prerequisites shall be met:

o The sponsor shall hold a valid labor residence permit.

o A marriage contract - duly certified from the country of origin, authenticated from the consulate representing the country abroad or from the UAE-based embassy of the country which had issued the contract, and finally certified by the Ministry of Foreign affairs – shall be submitted.

o The monthly income of sponsor shall be no less than AED 3000, if employer provides accommodation for sponsor, or no less than AED 4000, if employer does not provide accommodation for sponsor.

o Salary statement shall be duly authenticated by formal certificate approved by concerned authorities in the state.

o The same prerequisites shall be applied if a foreign woman working in one of the rare and important professions is the sponsor of her foreigner dependents.

· In case permit application is for a person intending to join its family master, such person shall be either an unmarried daughter, or a son not exceeding 18 years old, with the exception of students in higher universities, colleges and institutions in the state.

· An application of residence entry permit for a foreigner intending to join university, faculty or institution shall be directly submitted by the concerned entity (university, faculty or institutions) to the General Directorate of Residency and Foreigners Affairs as per the following conditions and procedures:

o The applicant must be a full time student.

o The academic entity shall undertake responsibility of the student’s sponsorship, to deport such student and to notify the NRD whether it has graduated or dropped out.

· Application of residence entry permits for foreigners wishing to join a training or specialized course in one of the UAE public institutions or agencies, shall be directly submitted to NRD pursuant to the following conditions and procedures:

o The training / specialty entity shall be one of the UAE public institutions or agencies.

o The trainee shall be dispatched by an official entity in his/her country of origin.

o The training entity shall undertake responsibility of the student’s sponsorship, to deport such student and to notify the NRD whether it has graduated or dropped out.

- To affix residency visa on passport, the following documents must be submitted after activation of entry permit.

o Print residence application

o Original passport upon which entry permit was issued.

o Medical certificate of infectious diseases (issued by competent bodies in the state)

o Application must be submitted within a sufficient period to complete rest of procedures and affix residency visa to passport.

If the nationality of the wife is different from the nationality of the husband a letter from the Embassy of the country of the husband, to authenticate the validity of the marriage contract and no objection to allow the wife to enter a country if the husband has failed to obtain the residency in the country of the husband

How to apply for labor entry visa for housemaids and equivalents?

The labor Entry Permit entitles the holder to enter the UAE territories once within a period of 60 days from date of issuance thereof, and to a stay for no more than sixty days from date of entry.

To obtain labor entry permit in the UAE, all required procedures and documents shall be fulfilled and submitted according to category of profession and employer entity.

To issue entry permit for a housemaid or a servant for a foreigner, the following prerequisites shall be met:

· Sponsor's monthly salary shall not be less than AED 6000.

· Sponsor shall pay to the state's treasury an amount equal to the annual salary of servant or housemaid, but not less than AED 400, on annual basis.

· Sponsor has not transferred servant or housemaid sponsorship during a year till the date of application submission.

· There is no familial relationship between sponsor and sponsored person.

· Sponsor is a resident with its family in the state.

· For a foreign woman working in rare or important specialties such as medicine, engineering, education and equivalent professions, where practice necessitates obtaining university degree or specialized courses for not less than one year in the same specialty and which is determined upon consultation with competent bodies, in such case a foreign woman may undertake sponsorship of a servant or a housemaid instead of family master, if required sponsorship conditions are met.

· The General Directorate of Residency and Foreigners Affairs does not issue labor entry for a replacement of an escapee sponsored of categories that are not subject to labor relation law prior to three months form the date of notification on escape.

· No one is allowed to sponsor a servant or a housemaid and equivalent professions in case such person is proved to be unable to pay wage, to secure travel cost of any of its sponsored individuals, or has left a sponsored person without work and the later is arrested while working for third party.

· The two following categories of foreigner are not allowed to sponsor or bring foreigners even if they are fulfilling the salary condition:

o Housemaids and servants and equivalent professions.

o Workers and equivalent individuals.

This service enables applying for addition of a newborn dependant to passport.

How to Add an Escort to a Residence Entry Visa?

This service allows to add an escort to resident entry visa.

- Special conditions:

The NRD undertakes amending status of the following foreigner categories:

· Newborn babies who have independent passports or have been added to passports of their parents within 4 months form their dates of birth inside the state, in which case their residence visas are affixed to their passports or they are added to residence visas of their parents, if set conditions are met.

· Persons who have residence visas but are not permitted to practice labor inside the state and then obtain approval for labor.

· Wife and daughter who have labor residence and then obtain approval for residence, if set conditions are met.

· Persons who have been stripped of the state's nationality, and those who were existing inside country without holding passports but had passports or travel documents from an emirate prior to establishment of the federation, provided that these two categories shall obtain passports from countries of origin and get approvals from official authorities on their employment inside the state.

How to conduct a sponsorship transfer ?

* Sponsorship shall be either personal or governmental entity.

· Sponsored person shall not work for any third party other than its sponsor. As well, sponsor shall not employ a foreigner not under its sponsorship unless sponsor abides by conditions and prerequisites of sponsorship transfer.

· Sponsor shall inform the NRD or the nearest police station about any of its foreign sponsored persons who leaves labor for whatever reason within no more than 3 months from date of leaving.

· Transfer of foreigner sponsorship for the purpose of labor shall be according to legally established conditions and subject to the following prerequisites and procedures:

o In case that transfer application is from a public sector agency, organization or company to another one in the same sector, the following conditions must be fulfilled:

1. Approval of both the previous sponsor and the new one.

2. The NRD's approval on the application.

o In case that transfer application is from a private sector entity to a public sector one, the following conditions must be fulfilled:

1. Approval of both the previous sponsor and the new one.

2. Approval from the Labor and Social Affairs Ministry, in case that sponsored person is included under Labor Relations Law.

3. The NRD's approval on the application.

How to renew the residence visa?

To renew residence, the following documents must be submitted:

- Print residence renewal application

- Original passport.

- Medical certificate of infectious diseases (issued by competent bodies in the state)

- Copy of valid health insurance card.

- Application must be submitted within a sufficient period to complete rest of procedures and affix residency visa to passport.

- In case of renewal of family members, housemaids and servants' residences, sponsor's salary certificate, a copy of its passport, including its residence page, must be attached.
